Victoria's coronavirus state of emergency will be extended to December 15.
The state government will introduce legislation this week to keep the emergency powers in place beyond March 15, when they are due to expire.
It comes as the government ramps up capacity in the Melbourne CBD and offices to 75 per cent for public and private offices.
That will come into effect from midnight on Sunday.
The current levels are 50 per cent for private offices and 25 per cent for the public service sector.
Premier Daniel Andrews said the extension of emergency powers was necessary to ensure measures such as mandatory hotel quarantine for returning international travellers could continue.
Victoria only has 22 active cases, all in hotel quarantine, with one new infection confirmed on Tuesday.
"It's always better to err on the side of protecting what we have built," Mr Andrews said.
